audio vu meters?

I wonder if any software has been written to enable  us to set up levels? I

mean most recording software has meters of some sort. What made me think
of 
it was the one in the sound diagnosis bit of xp, which seems to  be
readable 
by some screenreaders as a jumbled series of numbers. Its actually not
that 
bad when you  get used to it, but you cannot use this for  other  things
as 
for a start the input and sample rate are fiddled with when you  run it,
so 
making it a bit awkward to keep the result.
